UK Local Authorities Intend to Sell Off Community Hubs and Sports Centres to Balance Books

According to a new study of municipal councils, English councils are planning to offload community centers, sports centres, and retail spaces as they bet on a fire sale of properties to stabilize finances.

Increasing Fiscal Pressures Drive Asset Sales

The Key Cities Group for major urban areas in the UK reported that 60% of councils are planning to dispose of properties to meet the escalating costs of adult and children’s social care.

Local governments have in the past faced criticism for disposing of public land and land to shore up their budgets, but they argue they must proceed to raise vital cash from asset sales or declare themselves bankrupt.

This coalition noted that a significant number of councils seeking to raise money from a fire sale of holdings marked “a clear change from 2024, when the majority (60%) of municipal officials said they would focus on service redesigns and using financial reserves to manage increasing fiscal pressures.”

Specific Examples of Proposed Sales

Medway Council in southeast England said its property management strategy included the disposal of a retail complex in Rainham and a community venue in Rochester to raise 20 million pounds over the next half-decade.

  • A local golf course and commercial properties owned in two English counties, which all generate rent for the authority, will additionally be disposed of under the strategy.

Local Levy Increases and Wider Fiscal Strains

This research of local authorities in the key cities group, which includes Sunderland, Southampton, Gloucester and Salford, further found that more than 70% of authorities will have to raise council taxes next April to address the rising cost of essential services, increased rates of housing insecurity, and a longstanding accommodation deficit.

The authority explained it will press ahead with property disposals after sharp increases in the cost of youth support, support for vulnerable learners, adult social care, and temporary accommodation.

“We are taking innovative approaches but certain measures take time to deliver both better provisions and cost efficiency,” said a council leader.

He added: “We face demographic pressures which will continue to add to the pressures we have. As a local government body, we had a 91% cut in our central funding from over the past decade, which is very challenging.”

Countrywide Trends and Forecasts

Research of county councils this week further found council budgets being strained by the growing number of children and older individuals requiring special educational assistance.

A network of councils projected that council deficits will reach £4.4bn a year by 2029, as they grapple to cope with increased demand.

Ministers have delayed planned reforms to the Send system until the coming year after a policy document outlining those reforms was recently delayed.

Deprivation and Financial Shortfalls

According to the latest deprivation measures (the Index of Multiple Deprivation) covering English councils, several key cities members were among the most disadvantaged in England.

  • “Participating urban centers like Hull, Bradford, Stoke-on-Trent, Sunderland and Wolverhampton rank in the top 30 nationally under the latest deprivation indices,” said the report.

“While only a single urban area is in the ten most deprived for deprived neighbourhoods nationally, urban areas are far more likely to be in the most deprived fifth of the nation. The data highlights the scale of challenges confronting local leaders across major urban centers in the coming year,” the analysis added.

“Local government leaders have been clear about the need for a equitable and lasting funding system that accounts for and addresses the actual extent of deprivation and demand,” said Michael Mordey.

“Lacking this, local authorities will persist to face impossible choices around which vital provisions to allocate spend to, and which to reduce, to the detriment of their communities.”

One in five of local authorities have cut or compromised social care provision in the last year, the study found.
